Can you really get only one of any type of screw at HD? I thought that they came in metric dozens (10-packs).

At HD, you can get many of the less common screws in threesomes in the little boxes just past themain display of nuts/bolts. Thats where they stock the odd parts (e-clips, cotter pins, stainless parts, etc)
